The invention relates to a complex stopper device, comprising a means of dispensing and local application of a liquid or pasty product. The device of the invention comprises: a special head 1, a mobile dispensing point 11 and a rotary cap 15 fixed to the head 1. The head 1 furthermore comprises a flow orifice 3, means of support and means of lateral sheathing 5, 6, 7, 9 of the dispensing point 11. The point 11 comprises at least means of dispensing 21, 27, means of guidance 16, 18 cooperating with the means of lateral sheathing 5, 9 of the head 1, and drive means 24, 16, 20 cooperating with the drive means 26, 29 carried by the rotary cap. The rotary cap 15 comprises at least one drive stud 26 and an outlet window 27 for the dispensing point. The device of the invention is used for the dispensing and local application of hygienic, cosmetic or pharmaceutical products and possibly for the application of food products. <IMAGE>
