PURPOSE:To improve assembling performance by arranging a shape-memory alloy spring and a bias spring between a valve rotatable while sliding on a flange and a supporting flange. CONSTITUTION:A fan-shaped valve hole 33 for passing the cooling liquid is formed in a disc flange 31. The valve 39 is larger than the valve hole 33 rotates around the shaft 35 while sliding on the under face of flange 31 to open/close the valve hole 33. A shape-memory alloy spring 49 and a bias spring 55 arranged on the outercircumference are provided between the valve 39 and a supporting frame body 41. When the temperature of cooling liquid is lower than predetermined level, said spring 49 is in the low temperature phase to keep closing of valve 39. Upon exceeding over predetermined level, said spring 49 is transformed into the high temperature phase to open the valve 39.
