A double thickness centre folded web 50, Fig. 2, e.g. of polyethylene, is intermittently advanced over a table 56 carrying a separator 70 for spacing the web layers at the open edge, a pair of superimposed handle webs 66, 68 are fed incremetally between the layers, and the pairs of handles are heat sealed along edges 40 to the respective bag layers and severed from their webs. The handles are fed by a timed solenoid actuated air cylinder (76, Fig. 4) connected to an advancing member 78, Fig. 6, provided with upper claws 126 (see Figs. 7, 8) engageable with grip apertures 38, Fig. 2, in the handles through a slot 58 in the table. The timed hydraulic solenoid actuated heaters 80, 82, Fig. 6, are mounted on pivotal brackets 90, 92 above a slot 60 in the table. Bracket 90 carries a cutter 94. The heaters 80, 82 may move linearly, and the handles may be connected in their webs by perforations. The handle webs are fed between guides 116 and hold-down bars 118 on the table. After the first pair of handles are sealed and severed a solenoid (130, Fig. 8) is actuated so that a brush (132) thereon bears on the handle webs to keep them stationary while member 78 retracts. The heaters 80, 82 may comprise pivoted sections so as to vary the lengths thereof (Fig. 9), The table 56 can be adjusted in the direction of web advancement and perpendicular thereto (see Figs. 10, 11). The handles comprise e.g. polyethylene or polyethylene coated paper or cardboard. The bag web with the attached handles passes through a photocell (98, Fig. 3) and light source (100) to actuate knives (104) to sever the individual bags which are transversely heat sealed by heaters (106).
