The subject of the invention is a device for filling and positioning elements for protecting coasts, banks, dykes or the like, having a textile envelope. This device is formed, on the one hand, by a rectangular frame 2 of which each longitudinal side has a length at least equal to the total width of the opening of the textile envelope 1 and has, on its outer face, at least one longitudinal groove 2b and, on the other hand, by a lifting beam 4 of length substantially equal to that of the frame 2 and supporting, at each of its ends, a self-tightening clamp 5 whose free ends corresponding to each other are connected to each other by a longitudinal member 10, 11, parallel to the lifting beam 4, of length at least equal to that of the latter, forming a jaw and whose cross-section allows it to be engaged, at least partially, in the groove 2b of one of the longitudinal sides of the frame 2 after engagement in this frame 2 and, from bottom to top, by lips 1a edging the opening of the textile envelope 1 and their folding down on the outer faces of the longitudinal sides of this frame 2, the lifting beam 4 having, at its centre, means of coupling 4b to a lifting device.
