PURPOSE:To prevent illegal reception by ciphering an address code in a television signal transmission system of the scramble system. CONSTITUTION:A video signal S of a specific program to scrambled is fed to a terminal 1 and a sound signal Sa of the said program is fed to a terminal 2. A control circuit 7 forms a key code pattern and applies it to a video scramble 3 and a sound scramble 9. The scramble 3 scrambles the signal S by using the said pattern. A data/video mixing circuit 10 combines the scrambled program and each code and outputs the combined result to a terminal 11 as a scramble video signal Ss. Moreover, the scramble 9 scrambles the signal Sa and outputs it from a terminal 12 as a scramble sound signal Sas.
