The roof-substructure panel (1) has a mineral-wool insulating layer (5) arranged between two cover layers (3, 7) which comprise hard-fibre panels. The outer cover layer (3) projects, on two neighbouring sides, beyond the insulating layer (5), with the result that the projecting parts overlap once the neighbouring panels have been laid. The insulating layer is provided on all end sides with tongue (9) and groove (11), and, on those end sides on which the outer cover layer (3) projects, the tongue (9) is adjacent to said cover layer (3). The panel has exceptional heat-insulating properties and fire classification. <IMAGE>
