PURPOSE:To enable automatic communication and enable efficient circuit utilization by calling an operator when specified controlling signal of opposite side terminal is not detected. CONSTITUTION:When a call signal is detected by a detecting circuit 12, a controlling device 21 sends out a CED signal from a sending circuit 13 to a circuit 10a and then sends out a GI2 signal from a sending circuit 14 to a circuit 10a and waits for GI2 signal from the object. When it was not possible to detect a GC2 signal of the object, an operator is called by controlling a calling device 19. When the operator made a reply by a telephone button within initial discrimination time, the circuit 10a is connected to the telephone set 11 side to enable talking. Consequently, processing of calling for the purpose of talking from an ordinary telephone or calling for the purpose of picture communication from a facsimile device becomes possible.
