A photocopier detects either image or background intensity from the toner image of the reference target, and compares it with a reference value. The control mode is selected and the toner is supplied to the developer. Bias voltage is applied to the developing electrode, charging current flows to the charger or to a lamp current, with the compared result in the central controller producing a good copy of image.
