A device for manufacturing creped paper for cigarette filters is composed of a master sheet hanger (1), which has a control valve (15) ; a humidifier (5); fold-forming rollers (6,7); a drier (9); and a cutter (13). The humidifier is composed of a stainless roller (3) that contacts water of 50≦̸C, a rubber roller (4), and water supply nozzles (17). The paper is passed through the humidifier and has a water content of about 30%. The fold-forming rollers have a heater which foments the creped paper at 250≦̸C.
