PURPOSE:To regulate the rotary force freely while to improve safety by providing a regulation chip mounted slidably in longitudinal direction and a device for fixing the position on the lever of said regulation chip on the lever. CONSTITUTION:When pivoting a lever 15 toward the case 1, a regulation chip 10 on the lever 15 will contact against the case 1 thus to block pivoting of lever 15. consequently, it will function to regulate the rotary force by regulating the moving distance of lever or the pushing force of air volume regulation valve 6 with correspondence to the longitudinal direction of said lever. When setting to such position as to completely block pivot motion of lever 15, the lever 15 is blocked from pivoting by means of the regulation chip 10 thus to never push the air volume regulation valve 6 and to serve as a safety device. |
