PURPOSE:To omit the waste of switching of a picture by a caller by allowing a communication controller among multiple points to select automatically a picture from a terminal device having a high voice level and to transmit the picture to each terminal device. CONSTITUTION:The terminal device 1 requests the connection with the terminal devices 2, 3 to a subscriber exchange 4, which selects the multi-point communication controller 8 of a relay exchange 7, and the exchange 7 connects the terminal device 2 via the line signal sectioning part of the multi-point communication controller 8 to the terminal device 3 via an exchange 6. When the connection is finished, the conference communication is conducted by using a picture and a voice among the terminals 1, 2 and 3. When the terminal device 1 makes a call, a voice level detecting section of the multi-point communication controller 8 detects the change in the level of an input voice of each terminal, detects a voice from an input voice signal line having the highest level, transfers the information representing that it is the input signal from the line signal sectioning part to the control section so as to control a picture channel section. |
