The invention concerns the formation of small particles of organic compounds, for example pharmaceutically active compounds, whose solubility in water is greater at a first pH than at a second pH. In one embodiment, the organic compound is dissolved in water in the presence of a sufficiently strong base to increase the pH to the said first pH and above the pKa of the organic compound, together with an anionic surfactant and an amphoteric surfactant, and the resulting solution is stirred and titrated with a titrating agent which is able to lower the pH of the solution to the second pH, so that at the same time a coacervate of the anionic and amphoteric surfactants is formed and the organic compound is precipitated in the form of small particles.
