The device has a magazine (3) for the material (4) to be metered, which magazine (3) is designed in such a way that an individual item can only be removed from it on expiry of a specific preselected period. It is essentially composed of two parts (1, 2) which are arranged rotatably one inside the other, one direction of rotation being blocked in the rest condition by means of a mechanical locking system (14, 15). The lock is composed of a toothed ring (15) with saw-tooth toothing in one part (2) and a bolt (14), which is electromagnetically (12) operated, in the other part (1). One direction of rotation is a priori free and is used for manual loading of the magazine (3) with the material (4) to be metered. A source of direct current supplies, via an electronic time lag relay (7) and after a preselected period, a current impulse which excites the magnet (12) and releases the lock (14). The torsion spring (17) which is installed between the two main parts (1, 2) now gives rise to a rotary movement which, owing to the short duration of the current impulse, is terminated after one tooth gradation. In this position, an individual item can be removed from the material to be metered. The device can, for example, be used for metering out cigarettes in order to limit excessive tobacco consumption due to chain smoking. <IMAGE>
