A metal plate is fixedly bolted or screwed to the vehicle floor. A hinge system on the plate comprises a metal arm that can make a slight rotation of approximately a quarter of a turn. The arm has a key operated security lock on its hinge side to lock it. - The vehicle accelerator pedal is thus locked in the high position and prevents the fuel from being supplied to the engine. Therefore the vehicle cannot be started.
