A substantial completely fluorinated polymeric composite film comprises two layers that have equiv. wts. which differ from each other by less than 150. One layer is from the carboxylic acid ion exchange gps. and the other layer is of sulfonyl ion exchange gps. where one of the layers has an equiv. wt. of less than 1000. The film has good physical strength, equal or better current efficiency, and better cell voltage on a unit thickness basis.
