The platform consists of a pontoon, which can be floated to a desired site. The pontoon has clearance holes for legs; and each hole is surrounded by a frame. Above each frame is a traverse. Both the pontoon and the traverses can be anchored at a desired height on the legs by horizontal pegs. Racks which each possess two rows of teeth are suspended from each traverse; and in the frames are pinions driven by motors. While the traverses are fixed to the legs, the racks and pinions can be used to lift the pontoon. The pontoon is then anchored to the legs while the traverses are released and raised until their anchor pegs can fit in holes in the legs. The result is that the pontoon can "walk" up or down its legs. At the site, the rack and pinion hoists lower the legs until they rest on the seabed, and then raise the pontoon, e.g. a pontoon of 10,000 tonnes wt. lifted 15 metres above sea level.
