PURPOSE:To eliminate a large size large capacity battery and starter dynamo, by a method wherein a fan is driven through the working of a hydraulic motor with the aid of a variable capacity hydraulic pump driven by means of a part of an output from an engine. CONSTITUTION:By bringing a controller 17 into a starting mode during the starting, an electromagnetic valve I23 is actuated to disconnect a variable capacity pump 7 and a hydraulic motor 8. With a motor actuator 19 actuated, the inclination angle of the cam plate of the variable capacity pump 7 is brought into a minus state. With this state, a hand pump 20 is driven by hands, and after an accumulator 21 is charged in a high pressure state, a starting switch is made. In which case, an electromagnetic valve II22 is actuated, and high pressure oil from the accumulator 21 incomes to the variable capacity pump 7. This constitution causes the variable capacity pump 7 to function as a hydraulic motor and rotate in the same direction as the rotation direction of an engine 1, and the engine 1 is rotated through the working of a transmission steering device 5 for starting.
