A method for splitting tobacco stalks (16) into strips by splitting or dividing the stalks along the grain in order to produce light, flexible, fibrous strips of low bulk density is disclosed. Stalks which are split into strips in accordance with the present method have sufficient elasticity that, when amalgamated, they approximately reach or exceed the filling capacity of cut leaf strips. An apparatus which uses blunt, rotatable, vane-like components (34) is likewise disclosed. <IMAGE>
