CONSTITUTION:An input terminal at one side of each of differential amplifier circuits 12-14 is connected to an application terminal 11 of the soft start voltage to which the voltage VST increasing monotonously toward a prescribed level is applied. While voltage setting circuits 15-17 are connected to each input terminal of the other side to supply the smoothed voltage. If set voltages V15-V16 delivered from circuits 15-17 satisfy a relation V15
