PURPOSE:To prevent the interference by H2 in specimen water, by sealing an electrolyte and one set of an electrolytic anode, a cathode and a reference electrode in an external electrolytic chamber and using a material having high hydrogen permeability as the material of the liquid communication tube communicating specimen water with an internal electrolytic chamber. CONSTITUTION:Dissolved H2 is contained in specimen water 9 and the liquid communicating electrode liquid in a liquid communication tube 23 and an electrode liquid filled tank 2 is contacted with said dissolved H2 through a liquid communication part 1. The tube 23 is constituted of a diaphragm having high hydrogen permeability and H2 in the electrode liquid in the liquid communication tube 23 is diffused through said diaphragm in a state dissociated to a hydrogen atom H to be extracted with the electrolyte 22 in an external electrode chamber 33 arranged outside the liquid communication tube 23. An electrolytic system for oxidizing H2 in the electrode liquid 22 to water by an external power source 27 is constituted of a reference electrode 25, an opposed electrode 26 and an anode 24 for oxidizing H2. By this method, the interference to internal reference electrode potential due to H2 in specimen water 9 can be prevented.
