An input shaft 14 is rotated forward by a drive motor so that a planet gear 17 is revolved while rotating counterclockwise because a rotary member 21 is kept by a one-way clutch 23 from being turned clockwise and is kept by the stopper shaft 26 from being turned counterclockwise. As a result, a slow forward rotation under high torque is transmitted to a regulating wheel shaft through an output arm 18. When the input shaft 14 is rotated backward, the rotary member 21 is turned together with the input shaft through a one-way clutch 24 so that the rotation of the input shaft is transmitted directly to the regulating wheel shaft through the output arm 18. At that time, the transmitted rotation is a rapid backward one under low torque.
