An insulating panel according to the invention is a composite panel comprising a thermal insulating material 2 placed between two parallel plates 3 and 4. It furthermore comprises a peripheral frame 5 composed of strips made from asbestos cement which are adhesively bonded between the two plates on the lateral sides of the panel. Each side of the frame 5 preferably comprises several superposed layers and its external face is set back in relation to the edges of the plates. One application is the industrialised construction of housing. <IMAGE>
