This device makes it possible, on the one hand, to fasten a mast or other equipment whilst ensuring that it is permanently held with respect to this device and, on the other hand, to adjust the position of the mast or other equipment on this rail, rapidly and easily, by the intermediary of a pedal actuated by the user, during navigation. In order to allow the user to fasten his mast or other device on the sailboard rapidly, he only has to turn the toothed ring 13, internally toothed 14, which will lock the ring 9 holding on to the mast by the intermediary of balls or fingers 11 and on the other hand to allow the regulation by the intermediary of a pedal 2 equipped with a cam 4 which is actuated by the user without difficulty.
