PURPOSE:To reduce the communication charge by providing a packet charge management table in a memory area and selecting a channel offering a cheaper charge in the presence of a call request of packet communication from an extension terminal so as to apply packet communication. CONSTITUTION:A packet charge management table managing a packet charge of B and D channels having a different charge system by time, weekday, festival day, destination, packet size and throughput is provided in a memory 16, and when a call request for packet communication comes from an extension terminal, the charging information is identified from the relevant request, a packet charge of the B channel and a packet charge of the D channel are read from the packet charge management table based on the charging information, both the charges are compared, a channel offering a cheaper charge is used to send a call request packet thereby applying packet communication.
