Two layers of insulating panels (2, 6) consisting of foamed plastic are fastened, such that they are joined in a seam-free manner in each case, on the building wall (1) to be insulated. In order to improve the heat-insulation properties, the panels (2) of the lower layer have, on their side directed towards the building wall (1), an open hollow structure which is formed by mutually communicating cavities, which are arranged in a regular manner and are open towards the panel surface, and webs located therebetween. The arrangement of the cavities and webs is such that the hollow structure progresses continuously from panel to panel. The hollow structure is filled with a foamed plastic (5) in one piece. The panels (6) of the upper layer are provided, on their side directed towards the lower panels (2), with parallel, channel-shaped cutouts (62) which, together with the panels (2) of the lower layer, form vertical ventilating ducts which extend over the entire height of the building wall (1) and improve the moisture conditions in the insulation or the insulated building wall. The upper panels (6) carry a finishing layer (4), a grid or a mesh being fastened on the panels (2) in order to improve the adhesion of said finishing layer. <IMAGE>
