PURPOSE:To detect a feed rate of a tape accurately, by finding a revolving speed of an idle roller rotating to follow in the tape being supplied in a way of detecting a revolving speed of a rotary member rotating to follow in this idle roller. CONSTITUTION:When a drive roller 11 is rotated with rotation of a drive motor 13, conveying feed for a thermal adhesive tape MT held between the drive roller and an idle roller 12 is carried out. And, a rotary plate 14 tightly attached to a rotary shaft of the idle roller 12 rotates solidly with the roller 12. At slits 14A and 14B installed in this rotary plate 14, light and shade is alternately detected with rotation of the rotary plate 14 as the output of a light receiving element 15B. When a moving distance of the tape MT and the time required both are set at one time of these light and shade variations in advance, the number of times becoming the bright side by a revolving speed detecting device 15 are counted whereby a feed rate of the tape MT is accurately detectable. Therefore, it will merely do that rotation and stoppage of the drive motor 13 are controlled on the basis of the output of the revolving speed detecting device 15.
