PURPOSE:To carry out hydrogenolysis at relatively low temperature efficiently, by subjecting heavy oil to hydrogenolysis in a range of initial activity of a catalyst. CONSTITUTION:Heavy oil is subjected to hydrogenolysis in a range of initial activity of a catalyst having a differential coefficient (dc/dv) of conversion (C) of raw material heavy oil with respect to feed amount (V) of the raw material heavy oil per unit amount of catalyst shown by the formula [V is feed amount (barrel) of the raw material heavy oil per pound catalyst; C is conversion (wt%) of the raw material heavy oil shown by (oil content having >=343 deg.C boiling point in the raw material heavy oil - oil content having >=343 deg.C boiling point in prepared oil)/(oil content having >=343 deg.C boiling point in the raw material heavy oil) X100].
