PURPOSE:To keep the rate of flow in a water channel unchanged when re-feed is made parallelly by driving only the deflector, which one nozzle has, separately. CONSTITUTION:At a nozzle 1 a needle 1a is closed to a degree corresponding to the no-load opening, and this needle 1a is along with a deflector 1b opened to a degree corresponding to the starting opening so as to accelerate the hydraulic turbine. When the two have attained the starting degree of opening, they are closed until the regular speed is obtained to be then coupled with the load. Then both the deflector 1b and needle 1a are opened fully, and at the same time the other deflectors 2b, 3b, 4b are opened fully to transfer to the full load operation. Thus only one nozzle controls its deflector and needle so as to control the changing revolving speed when re-feed is made parallelly.
