According to the invention, the device comprises a housing 20 fixed permanently into the construction, into which is inserted a fixing member 10 which can be locked in the housing 20, a bearing piece 1 sliding without rotating on the member 10 so that the position of the bearing piece 1 indicates whether or not the member 10 is locked.
