PURPOSE:To quickly and simply construct a disaster preventing levee having good draining property by a method in which a belt-like plate, e.g., steel thin plate, etc., having large numbers of bolt holes is bent, and the bent plates are connected with each other by bolts and fixed to he ground with piles. CONSTITUTION:A large number of bolt holes 2 are regularly drilled in a belt-like unit plate 1, e.g., steel thin plate or high-tensile plastic plate, in such a way that the interval between the drilled bolt holes is made wider than half of the circumferential length of a pile 4 to be fixed to the ground. The plate 1 is two-folded and a supporter 11 is provided to the plate 1. Also, the piles 4 are allowed to insert into the folded portions 5, and an other plate 1 is also folded into a U- shaped form to form retaining walls 12 and 13. Through holes 5 are porvided on one ends of the retaining walls 12 and 13. The retaining walls 12 and 13 are fixed on both sides of the supporter 11 by means of the bolts 3, fixed to the ground by the piles 4, and buried in soil.
