PURPOSE:To prevent the flapping movement of a covering sheet by a method in which a perforated sheet attached with a metal net is covered on the slope of a back-filling rubble portion, and fixing piles are driven through the metal net of the perforated sheet into the back-filling rubble portion to fix the sheet. CONSTITUTION:Plural holes 3 are drilled in a sand-protecting, flexible sheet 2 whose back is attached with a metal net 1, and the upper edge 5 of a sand-protecting, flexible cover plate 4 to close the holes 3 is fixed to the sheet 2 by hot bonding, etc. The upper edge of the sheet 2 is fixed to the top of the levee 6 or on the reclamated side of the top portion by means of metal fitting 8 by turning the metal net 1 inwards, and the slope 10 of a back-filled rubble portion 5 formed on the reclamated side of the levee 6 is covered with the sheet 2 by turning the metal net 1 inwards. Fixing piles 12 having heads 11 to fix the metal net 1 through the net 1 exposed in the holes 3 are driven into the rubble portion 9 to fix the sheet 2 to the slope 10. The scouring of the slope 10 by waves can thus be prevented by the metal net 1.
