PURPOSE:To securely move a sheet band in between rollers, by temporarily stopping a dancing roller for applying tension, at the same time as the cutoff of the sheet band being wound on a roller, to prevent the band from stopping or moving in reverse. CONSTITUTION:When the piston rod of an air cylinder 38 on a winding arm 5 is protruded, a cutter 20 cuts off a sheet band 4 between a guide bar 17 and a roller 2. At the same time, a timer is put into operation by a signal from a limit switch to drive a solenoid valve to brake a disk. As a result, the swing of a dancing arm 62 is stopped so that a dancing roller 68 ceases moving. For this reason, the sheet band 4 is prevented from moving in reverse or stopping on the peripheral surface of the roller 2, so that the sheet band is securely moved in between a pressure roller 22 and the roller 2.
