PURPOSE:To reduce the quantity of necessary memory by adopting a system that stores only programs that become necessary in the normal state of a remote subscriber line concentrator and in the state of stand alone in a main memory. CONSTITUTION:In the state of normal operation, a remote subscriber line concentrator RMT receives control information from a host exchange HE through a PCM circuit and performs exchange processing. At the time of trubles of the HE or circuit, it becomes stand alone operation state, and the RMT performs exchange and connection between subscribers independently. Programs for the two states of operation are filed in a file memory FM, and at the time of normal operation, only the program for normal operation is stored in a main memory MM, and a processor CP makes normal operation by this. When an abnormality monitoring device ES detects abnormality, the processor CP stores the program for stand alone operation filed in the FM in the MM, and performs stand alone operation.
