PURPOSE:To eliminate the need for re-edition in a computer by adding a picture rotation processing circuit rotating each image data cut out by a cutout circuit by 90 deg. in the unit of cutout and storing the result to an auxiliary storage device. CONSTITUTION:A cutout origin address is obtained from format information 6 to a picture on a picture memory 5 and a picture is cut out by a cutout circuit 7. Whether or not the rotating processing is required to the cut-out area is judged and when required, a picture image rotation processing circuit 13 (rotating processing at each one scanning) is operated. The result of rotating scan is compressed by a compressing circuit 8, the compressed result is stored tentatively in a buffer in the compressing circuit 8, and when the buffer is occupied, the data is outputted to an auxiliary storage device 9. Thus, the picture rotation processing circuit 13 changes its format and attains longitudinal/lateral conversion (90 deg. rotation), then it is not necessary to output data of a picture field while being rotated by 90 deg. in the computer.
