PURPOSE:To measure a low-speed rotating shaft with high precision by shortening a sampling period and decreasing set resolution. CONSTITUTION:When a pulse from a pickup PU1 decrease from 1,200pps. a 1,200pps signal is supplied to the terminal R of a counter CT3, and a 100kHz signal is suppied to a terminal CL. In this state, the number of pulses from a rotating shaft 1a is 5,000 at 1,200pps, 5,994 at 1,001pps, 6,000 at 1,000pps, and 6,006 at 909pps. If a frequency division rate setter 16 is set to 600, the counted value becomes equal to the value of the setter 16 when the pulse number from the PU1 attains 1,000pps, and the output of a coincidence detecting circuit 4 is inverted to a level H to supply a signal to terminal S of an FF6, whose output turns on a driving element 7 to energize a relay 8, making its contact 9.
