PROBLEM TO BE SOLVED: To prevent jamming of chips and to uniformly cut chips to a designated length by providing a fixed blade which is positioned between plural rotary blades and disposed opposite to each rotary blade to make the knife edge thereof close to the knife edge of the rotary blade. SOLUTION: First fixed blades 35, 36 are provided with substantially U-shaped cutout 36a at the tips thereof, and the rear ends are fixed to brackets 37, 38 to be erected on the brackets 37, 38. Plural first fixed blades 36 are arranged side by side and fixed on the brackets 37, 38, and the brackets 37, 38 are fixed to side plates 34, 34 to position the fixed blade 36 between plural rotary blades 30, 31. The cutout part 36a of the first fixed blade 36 is locked in grooves 29a of sleeves 28, 29, and the tip of the blade 36b of the fixed blade 36 is positioned close to the tips of the blades 30c, 31c of the rotary blades 30, 31.
