PURPOSE:To simplify a roll changing operation by providing a hook which acts in the same way as a traction member having the effect of pushing and pulling an upper roll assembly in a rolling mill to a push-puller. CONSTITUTION:A push-puller 11 is pulled in an arrow direction in the same roll position as in the stage of rolling and after a lower roll assembly 8 moves by L, an upper roll assembly 7 moves as well. An anti-slipping bar 15 is pushed out by the operation of a cylinder 16 in this state to fix the movement of upper and lower roll assemblies in the axial direction of the roll by the length L. An upper roll assembly 7 is surely placed on the assembly 8 by such movement. When the push-puller 11 is further moved, an upper roll chock 20 descends by a distance S past the grade 13 at the end of a rail 12 and is placed on the projection of a lower roll chock 21 on the operation side. The push-puller 11 is further moved to descend a roll chock 22 on a driving side past the grade 13 of the rail 12 as well, by which said chock is placed on the projection of the roll chock 23 on the driving side and the operation for drawing out the upper and lower roll assemblies from the inside of the mill is completed.
