The solid part forming the heel 8 of the intermediate insulating component is recessed with at least two cells 15 emerging on the upper face and located on either side of the hole 16 through which the sleeper screw passes. This reduction in volume of the intermediate insulating component allows rapid plastification of its constituent material and enables its cost of manufacture to be reduced without modifying its compressive strength properties. <IMAGE>
