PURPOSE:The titled ointment having extremely improved permeability through the skin and high manifestation of medicinal effect, consisting of an anti-inflammatory and analgesic of phenylacetic acid derivative type, a carboxyvinyl polymer, a water-soluble organic amine, an alcohol, and water, having a pH in a specific range. CONSTITUTION:0.5-8wt%, especially 0.3-3wt% anti-inflammatory and analgesic of phenylacetic acid derivative type such as 4-biphenylylacetic acid, ibuprogen, etc. is blended with 0.5-5.0wt%, especially 0.5-2.0wt% carboxyvinyl polymer having 1,000,000-3,000,000 number-average molecular weight, 0.5- 15.0wt%, especially 1.0-7.0wt% water-soluble organic amine such as mono-, di-, or tri-(lower alkanol)amine, etc., 5.0-50.0wt%, especially 20.0-40.0wt% lower alcohol (especially ethanol) and 30.0-85.0wt%, especially 40.0-70.0wt% water, and the pH of the blend is kept at 7.0-9.0, especially at 7.3-7.8 by adjusting the amount of the organic amine.
