A phase comparator 9 compare the signal Pv with the phase of the signal A or B, and outputs the difference to low pass filter 10. The filter 10 supplies the signal Ph through an error amplifier 5 to a drive circuit 8. When approaching the target position, it is switched to a position detecting mode. At this time, the amplifier 5 supplies the signal A' or B' to the drive circuit 8.
