PURPOSE:To obtain a high output voltage even during low-speed rotation by forming a detecting means for one pulse of a absolute position detection signal for every turn at the 3rd annular part. CONSTITUTION:A plane type photoelectric converting means 17 has n1 sets of photoelectric converting elements 22 on the same substrate over the entire circumference of the 4th annular part corresponding to the 1st ring of a rotating disk 16, and the elements 22 output rotating speed detection signals; and n2 sets of photoelectric converting elements 23 and 24 are provided to the 5th annular part corresponding to the 2nd ring and the elements 23 and 24 output rotation position detection signals for the commutation of an electronic commutator motor. Further, n3 sets of photoelectric converting elements 25 and 26 are provided to the 6th annular part corresponding to the 3rd ring and the elements 25 and 26 output rotating information signals of one period for every turn of the rotating disk.
