PROBLEM TO BE SOLVED: To select a handover control system by judging QoS information. SOLUTION: A mobile communication system comprises radio base stations 13 and 14, RNCs 9 and 12 for controlling the radio base stations 13 and 14, and service nodes 1 and 2 performing handover control for the RNCs 9 and 12. The service node 1 comprises a handover application system determining unit 3 connected with a multicall handover controller 5 and selecting a handover system, and a QoS value management unit 4 for managing QoS information. Furthermore, an anchor type handover controller 7 performing handover control and a non-anchor type handover controller 8 are connected with the multicall handover controller 5.
