PURPOSE:To obtain a raw material pitch, having a high optical anistoropic part content, and capable of giving carbon fibers having a high strength and modulus of elasticty, by reforming the distillation residual oil of petroleum thermally under specific conditions, extracting the product under specified conditions to separate and remove insolubes, and distilling the resultant extract under reduced pressure. CONSTITUTION:A decanted oil formed as a by-product in a catalytic fluidized cracking apparatus using petroleum as a stock oil, is distilled to remove a light oil fraction and give a distllation residual oil having >=400 deg.C boiling point, which is thermally reformed as a raw material under conditions of 440-465 deg.C under 0.5-5kg/cm<2> gauge pressure, preferably 1-2kg/cm<2> gauge pressure for 0.5-1.5hr while taking out produced ligh oil fractions and gas components continuously therefrom. The resultant product is then extracted with benzene, toluene and/or xylene as an extracting solvent at 280-360 deg.CC under 30-100kg/cm<2>gauge pressure to separate and remove insoluble materials and give an optically isotropic pitch, which is then distilled under reduced pressure to remove light oil fractions and give the aimed pitch having >=70% optically anisotropic part.
