PURPOSE:To reduce the time until locking-in by using speed control so as to form the same state as the phase locked state. CONSTITUTION:Only the speed control is attained for a motor 1 by a speed control circuit 7 based on a signal of an FG5. When a recording comman signal 103 based on the end of exposure of an image pickup element 14 is applied to a DFF9, A VD signal is generated at a prescribed phase difference by the rise A of a next PG signal. An analog switch 4 is turned on at a period from the rise B of the next PG signal to the next rise C and a video signal 101 is fed to a magnetic head 3. The phase difference between the PG signal and the VD signal at the time points of B, C is not fluctuated considerably and it is regarded the same as the case of the phase control. Thus, the time until locking-in reduced by the speed control only in this way.
