PURPOSE:To detect abnormality in a transfer velocity early enough, by detecting the transfer velocity of a guide vane all the time or every specified time otherwise. CONSTITUTION:An operation control device 5 is iputted with an electric signal of an actuator solenoid 1 detected by an ammeter and a transfer value of a main servomotor piston 9 detected by a potentiometer 13. And, the latter is converted into a transfer velocity and compared with a correlative characteristic between the inputted signal of the actuation solenoid 1 stored inside the operation control device 15 and the transfer velocity of the main servomotor piston 9. With this constitution, a fact of whether the transfer velocity of the main servomotor piston 9 is included within the allowable range or not is discriminated whereby trouble detection takes place. |
