PURPOSE:To increase imaginarily the number of buffers of a data communication controller without changing the physical constitution of a conventional system by applying queueing data packets decentralized to plural data communication controllers. CONSTITUTION:Data packets D1, D2, D3, D4 are already subject to queueing in a queue 10 of a data communication controller 100, the buffer using rate reaches a reference value and on the other hand, when data packet is not subject to cueing in the cue 20 of a data communication controller 200 and data packets D5, D6, D7 reach further the data communication controller 100 in this state, the data packets D5, D6, D7 are transferred to the data communication controller 200 whose buffer operating rate is not reached the reference value so as to applying queueing. Then the data packets D1, D2, D3, D4 are transferred to the object line.
