PURPOSE:To reduce the number of expensive relay apparatuses, by a method wherein relay apparatuses are arranged to steel towers at intervals and conversion wave dividing apparatuses are arranged to steel towers each having no relay apparatus while the fabrication of lightning flashover information is performed therein by light having a wavelength different from that of a data transmission signal. CONSTITUTION:Along steel towers of a transmission line, an optical fiber cable 1a, lightning flashover detectors 31-3n arranged to the steel towers, optical fiber cable relay apparatuses 102-105, conversion and wave dividing apparatuses 61-64 and a central monitor apparatus are provided. Each conversion and wave distribution apparatus converts the light signals from a relay apparatus 12 separated by light wave dividers 81, 82 to electric signals. Treating apparatuses 122, 125 input the lightning flashover detecting signal from a light-electricity converter to fabricate relay information and has an electricity-light converter for outputting said relay information to a downstream side light spectrometer while converting the same to a light signal different from the signal from the conversion and wave driving apparatus. Because the multiplication of a wavelength is performed by light havng a wavelength different from that of data transmission signal and assembled in the relay information while sent to the near relay apparatus, the number of expensive relay apparatuses can be reduced and the lightning flashover of all steel towers of the system an be discriminated.
