PURPOSE:To obtain a large amount of heavy oil A substitute oil inexpensively, by adding a specific amount of a lower alcohol or a hydrocarbon to carbon impregnated with a cetane-number improver, pulverizing the blend into tight colloidal diesel fuel. CONSTITUTION:(A) Carbon such as petroleum coke, deashed coal coke, charcoal, etc. is impregnated with (B) fuel having high cetane number or a cetane-number improver such as Cetanox-175, etc. The carbon is blended with (C) >=30wt% lower alcohol such as methanol, ethanol, etc. or hydrocarbon, and pulverized into <=100mu, to give tight colloidal diesel fuel.
