PROBLEM TO BE SOLVED: To obtain a hydrophilic polyurethane resin composition containing a large amount of uniformly dispersed particulate alumina to keep transparency and capable of forming a film exhibiting excellent adhesiveness to various substrates and having water-absorptivity, anticlouding property, transparency, flexibility, writability with water-based ink, water-resistance, blocking resistance and slipperiness, and provide a method for producing the composition. SOLUTION: The composition is composed of a hydrophilic polyurethane resin and the particulate alumina. The hydrophilic polyurethane resin is produced by reacting an organic polyisocyanate, a hydrophilic polyol and/or polyamine having a high molecular weight and a compound having at least one active hydrogen-containing group and at least one tertiary amino group in the same molecule.
