PROBLEM TO BE SOLVED: To provide a PTFE addition technique which enhances uniform dispersibility of polytetrafluoroethylene into a thermoplastic resin composition and improves flame retardancy and mechanical strength by only a small amount of addition thereof. SOLUTION: The polyolefin resin composition modifier comprises polytetrafluoroethylene (A) which is a homopolymer or a copolymer of tetrafluoroethylene and a (meth)acrylate polymer (B) comprising 30 mass% or more of (meth)acrylate monomer units having a 5-30C alkyl group or a cycloaliphatic alkyl group, wherein the content of the component (A) is 40-70 pts.mass relative to 100 pts.mass of the sum of the component (A) and component (B) and at least a part of the component (A) is covered with the component (B).
